I visited a city 1000 miles away for 3 days 6 years ago. The News Near You STILL shows ONLY news from that city with no way to force it to update my location. It's common to click an article and have another open. Closing and retrying goes back to the same incorrect one and you never actually get the correct one Recently they've given ads a hair trigger so scrolling through an article will definitely force an ad to open a website in another window so they can report higher CTR to advertisers.
