Bought the game on Ipad and need to buy again on Iphone

It's not the first but the secong game I buy from the developer that I can't use across devices. Both Card Thief and Miracle Merchant I bought the paid versions and even with all set up on game center it says I need o re buy the game. If its the same account why doesn't work across devices??
